The Special Education Unit (SEU), established in 1994, is an integral part of the Ministry of Education. The aims, purpose and philosophy of the SEU reconfirm the importance of every child in the nation building effort and are based on the assumption that the improvement of human resources begins in the classroom by providing appropriate education for all children within the inclusive school system.

 

Policy

 

All children of school age are provided with 12 years of education. This includes children with special educational needs who can become contributing members of society if an appropriate educational programme is provided.

The policy document on special education was published in 1996, under the title, “Policy Guidelines of Special Education”.  Additional supporting documents are: Headmaster's/Principal's Handbook on Special Education, Handbook for Learning Assistance Teachers, and Teachers' Handbook on Special Education.

Quality Inclusive Education

The vision of quality inclusive education supports the principles of excellence for all and equality of opportunity. All children in the community are valuable and have an equal right to education. All children are entitled to an education that addresses their individual learning needs to enable them to realise their potential. The school is to provide quality inclusive education by creating a conducive learning environment that meets the educational needs of individual children.

Provide quality services and programmes to enable students with special education needs achieve their fullest potential

Special Education Unit (SEU) is working towards the vision of including all students as well as students with special educational needs who can become contributing members of society by providing quality services and programmes to enable these students achieve their fullest potential. To make this vision a reality, SEU is steadfast in its commitment to “ Nation Building ” and takes an active role in promoting quality inclusive education.

 

Aims & Objectives

The Special Education Unit's (SEU) main aim is to assist in the planning, coordinating and implementation of special education programmes in schools for children with special educational needs (SEN).

The SEU's objectives are as follows:

    • To prepare guidelines and assist in formulating policies for the successful implementation of special educational programmes and delivery services within the inclusive school system;
    • To identify students with SEN;
    • To ensure quality educational programmes and services are provided for students with SEN within the inclusive school system;
    • To plan, design, implement and evaluate appropriate educational programmes and delivery services for students with SEN within the inclusive school system;
    • To provide continuous professional development for teachers;
    • To promote awareness to teachers and the school community on the successful inclusion of students with SEN;
    • To develop resources for students with SEN;
    • To keep a national data bank on students with SEN;
    • To evaluate the effectiveness of the special education programmes, service provision and service delivery within the inclusive school system;
    • To initiate and carry out research on inclusive education and education in general;
    • To liaise with national and international agencies in order to provide the most effective services to children with special needs
    • To raise public awareness through the mass media

      • Teachers in government and non-government schools;
      • Parents;
      • Leaders in education; and
      • The community
